Overview
The surtax (mas yesef) is an additional 3% tax on individuals whose total annual income exceeds ₪721,560 (2026). It applies to all income types: salary, business, rent, interest, dividends, and capital gains. The tax is calculated on the portion above the threshold only.
Example
Total income: ₪900,000 (salary ₪600,000 + capital gain ₪300,000)
Amount above threshold: ₪900,000 − ₪721,560 = ₪178,440
Surtax: ₪178,440 × 3% = ₪5,353
This is in addition to the regular income tax and capital gains tax.
Planning Tips
- Time capital gains realization to spread income across tax years
- Consider deferring salary or bonuses if near the threshold
- Spouses should optimize income allocation to avoid triggering the surtax
- Company owners: retain profits in the company instead of distributing as dividend
